CITY CRA, COMMISSION MEET
September 2, 2014

The Cedar Key Community Redevelopment Agency and the City Commission met in the Cedar Key City Hall on Tuesday, September 2, 2014, the CRA at 6pm, the Commission at 6:20pm. 

Staff in attendance included City Attorney Norm Fugate, Police Chief / Public Works Director Virgil Sandlin, Fire Chief / Building Department Manager Robert Robinson, City Clerk Teresa George, and Staffer Lisa Fine.

 In the audience were Jean Rigg, Tom Liebert, Allison Nelson, Bob and Jeri Treat, and Mandy and Frank Offerle

COMMUNITY REDEVELOPMENT AGENCY

In attendance were Chair Royce Nelson, Vice-Chair Tina Ryan, and members Dale Register, Sue Colson, and Nettie Hodges. 

Storm Water Maintenance Updated:
Police Chief/Public Works Director Virgil Sandlin reported that the storm water sewer maintenance project is progressing as expected, noting that the project, by nature, is not a speedy one.
 
 
Minutes Approved:
Commissioners approved minutes from the August 5, 2014, meeting.
 
 
Playground Equipment Updated:
CRA Chair Nelson spoke about the City Park playground equipment averring that:  the CRA bought much of the equipment; the purchase “is one of the best investments” the CRA made; the park is a place where visitors with children flock toward; the city needs to “preserve it for as long as possible.” 

Nelson went on to say that he owns a dredging company, has the capacity to sandblast the equipment, and has lined up a cast of volunteers.  He offered, when the weather cools, to work with the volunteers dismantle the equipment; then he would move it to his property, sandblast the weak spots, repaint the equipment, and, again with volunteers, reassemble it within a three-day period, dependent upon the weather.  Nelson said that he will absorb all cost except the paint and the sandblasting.   Commissioners were delighted with Nelson’s gracious offer and accepted it immediately.

CITY COMMISSION MEETING

In attendance were Mayor Dale Register, Vice-Mayor Sue Colson, and Commissioners Tina Ryan, Nettie Hodges, and Royce Nelson. 

 
Announcements Heralded:
Mayor Register announced that:  seven budget workshops have occurred thus far planning for the 2014-2015 fiscal year;  on September 4, 2014, the Tentative Budget Hearing will take place;  on September 15, 2014, the Final Budget Hearing will occur.  He welcomed the public to the meetings.
 
 
Property License Approved on Hammond’s Property:
The Hammonds from Old Town recently purchased what was the Gypsy’s Antiques property directly west of City Hall.   After a half-hour discussion, commissioners directed Attorney Fugate to draw up a license allowing the Hammonds temporary use of public property.  The public property in question extends to within a foot of the east side of the Hammonds’ building.  The city committed to build a sidewalk from the intersection of Second Street and C Street south to the former Gypsy’s/Post Office driveway. 

At the prompting of an audience member asking about the shade-producing, temperature-reducing seven huge oleander bushes/trees currently lining C Street on the public property in question,  the decision was made that the bushes will be taken out will be but replaced by at least two oaks;  so said the commissioners and the Hammonds.

 

The motion was made for the city to pay for the sidewalk:  Commissioners Ryan and Nelson voted no, expressing the desire to share the cost with the Hammonds; Mayor Register, Vice Mayor Colson, and Commissioner Nettie Hodges voted yes.

 
Wellberry’s Annexed:
Mr. and Mrs. Wellberry of 16330 SW 129 Lane asked to be annexed into the city from the county; commissioners unanimously agreed and directed Attorney Fugate to begin the attendant paperwork.  
 
 
Minutes Approved:
Commissioners approved minutes from budget meetings of July 22, 24, and 29, 2014.  They also approved the August 5, 2014, City Commission meeting minutes.
 
 
 
Fees Resolution Adopted:
Commissioners passed Resolution 355 which amended the fee schedule relating to development applications.  The schedule includes:  concept fee, no charge; petition for development review, $1,000; minor replat, $600; petition for amendment to the development plan, $800; petition seeking variance or conditional use or other hardship relief under Article X, Chapter Four, $1,050; petition seeking appeal $75; petition for any other development permit not otherwise specifically addressed, $200.  
 
 
Liebert Lease Extended:
Commissioners voted to approve outside Marina Kayaker Tom Liebert’s lease on a monthly basis as they have the other Marina lease holders.
 
 
FWC Boat Ramp Researched:
Attorney Fugate continues to research the parking and ramp fee concerns recently raised by FWC’s Patricia Harrell in an e mail correspondence.
 
 
Potential Fire Mitigated:
Commissioners gave Fire Chief Robert Robinson permission to contact the appropriate authorities who will bush hog the Cemetery Point Park area in hopes of mitigating potential fires.
