CITY HEARS PARK IMPROVEMENT
IDEAS FROM CITIZENS

Present and presenting were: Commissioner Sue Colson and Fred Fox of Fred Fox Enterprises.  In the audience were: Commissioner Diana Topping, Cedar Key Public Works Director Bill Crandley, Alexander Topping, Molly Jubitz, Molly Cowart, five high school aged adolescents, George Oakley, Greg Lang, Allison Nelson, and Mandy and Frank Offerle.
Colson called the meeting to order at 2:01 pm.  Her introduction included:
  • the meeting’s purpose to discuss the possible second FRDAP $50,0000 grant to further improve City Park;
  • introduction of Fred Fox of Fred Fox Enterprises;
  • an overview of the agenda;
  • an explanation that the input of this group will be forwarded to the city commission at its next meeting.
Fred Fox presented an overview the FDRAP grant’s requirement and elements, explaining that:
  • $50,000 grants have largely been funded if the required base-line threshold of 53 points is met in the grant’s application;
  • all the grant meetings, presentations to organizations and letters of support help in reaching the 53 required points,  
  • the project, itself, should contain at least 30 points;
  • grant announcement of award occurs in June 2015;
  • $200,000 grants have not been awarded for the past seven or eight years;
  • 110 grants were funded last year for a total of five and a half million dollars;
  • two clerks in Tallahassee  process all these FRDAP grants;
  • the grant allows only bathroom buildings; no other buildings are allowed;
  • signage is allowable;
  • “support” items must be calculated under $25,000;
  • playground equipment is high priority.
Colson asked each person in the audience his wishes for the park’s improvement and listed each suggestion on large newsprint paper for all to view.  After all ideas were captured on the sheets, Colson explained that all participant would receive three glue-backed dots that they may place next to the item(s) they thought a priority on the newsprint list.  Dots, she explained, may be used in any way the participant chose:  all in one place or in different places. 
Colson offered paperwork on splash pads and adult exercise equipment which was passed around for the participants to peruse.
 
Participants’ choices resulted in the following items and number of dots earned:

Commissioner Colson announced that a meeting has been advertised for Sunday at 1pm in the Cedar Key Library to finalize the submission to the city commission on Tuesday night. She then called for any other ideas people felt strongly about.  Hearing none, she thanked everyone for coming and helping to make it a very productive meeting.
The meeting was adjourned at approximately 3 pm.
